Anthony has over 20 years of experience in Wisconsin state government. In 16 years with WisDOT, he supervised at every management level. Prior to becoming Deputy Secretary, he was administrator of the Division of Transportation Investment Management, responsible for long-range planning and program management.

In 2004, the US Department of Commerce Minority Business Development Agency honored Deputy Secretary Anthony with both a regional and a national Legacy Award for Public Service. MBDA presented the awards in recognition of Anthony’s efforts to increase disadvantaged business enterprise (DBE) opportunities on highway projects, specifically on the $810 million Marquette Interchange Project.

Anthony plays an active role in supporting Governor Jim Doyle’s efforts to revitalize the Milwaukee central city.

Anthony has a Bachelor of Arts degree in philosophy from Marquette University, a Master's degree in public policy and administration from Jackson State University and a Master's degree in urban and regional planning from the University of Wisconsin. He is a candidate for a Ph.D. in urban studies at the University of Wisconsin-Milwaukee.

Ruben, his wife Wanda, and their family reside in the Madison area.
