Using ESubmit for Notice of Interest forms

WisDOT requires firms to use the ESubmit application when submitting Notice of Interest forms (NOIs) for construction or design/related services solicitations.

Firms receiving permissions for ESubmit for past solicitations may go directly to the consultant extranet and upload NOIs while solicitations are underway.

Firms not receiving permissions for ESubmit for previous solicitations must follow the steps below. Do not wait to perform these steps until your NOI is completed. Performing these tasks well in advance makes the submittal process much easier:

  • Register for a Wisconsin User ID and password to access the Consultant extranet.

    • If you already have an extranet ID to access contract forms and on-line manuals, there is no need to reapply for a separate password.

    • For directions on how to request a ID and password, read the WisDOT consultant extranet access page. 

    • The consultant extranet access page also includes contact information for troubleshooting extranet ID and password. Please use those contacts to change the name or address on the extranet ID or address problems such as lockouts and forgotten passwords.

  • Upon receiving an extranet ID and password (or if you already have one):

    • E-mail consultant.services@dot.state.wi.us with the first name, last name, e-mail address and phone number (including area code) of the person listed as the owner of the extranet ID. WisDOT Consultant Services must give that ID special permissions to use ESubmit. Do not send your extranet ID or password.

    • If multiple people in your firm use ESubmit for NOIs, include each of their names and addresses in the e-mail. Each person must have a separate Wisconsin User ID to access the extranet. There are no restrictions on the number of people in a firm receiving permissions.

    • Please include the phrase "ESubmit permissions" in the subject line of your message.

    • Be sure the e-mail address you send to receive ESubmit permissions matches the e-mail address on your extranet account. This is especially important for those recently changing firms or taking duties for NOI submittal. See the consultant extranet access page for how to check or change your extranet ID e-mail address.

    • Do not attempt to use ESubmit until after you have received an e-mail confirming the ID has the necessary permissions.

    • If someone from your firm has not yet signed up for WisDOT's Web notification list, you may do so through this process. The Web notification messages may go to a different person than the one needing ESubmit permissions. Just include the necessary information for that person. Only one Web notification address per firm, please.

  • After receiving a message from WisDOT stating that ESubmit permissions have been established for your extranet ID, go to the consultant extranet and follow the detailed instructions for submitting files.

  • Note that the construction or design/related services solicitation page may also include instructions for submittal specific to that solicitation.
