User guide for the Wisconsin Manual on Uniform Traffic Control Devices (WMUTCD) via the WisDOT Extranet

This Application contains documents in Adobe PDF format. As of this writing Adobe is offering PDF Readers for the following systems: Windows, Macintosh, IBM AIX, DEC OSF/1, HP-UX, SGI IRIX, LINUX, Sun. View Adobe's system requirements here.

Important Note:
This Application uses Adobe PDF format and requires the free Adobe Acrobat Reader.  To view and/or print correctly the Adobe Acrobat Reader must be installed and working properly.

Some applications may require that Adobe Acrobat be configured to use "Web Browser Integration".  Refer to 'Accessing the Application' later in this document to determine if  integration is required for this specific application. View Adobe's information on how to enable integration here.

Network requirements - Internet connectivity
Access to this application is provided through the WisDOT Extranet. To access the application, a connection to the Internet is required.

Dial-up via an Internet Service Provider
If you connect to the Internet via a dial-up connection to an Internet Service Provider (ISP) additional network configuration is probably not required.

Internal network connection to the Internet
If your connection to the Internet is via your organization's internal network, additional network configuration may be required, and you should contact your organization's network administrator or network security staff with a copy of this document.

Note to Network Administrator and Support / Network Security Staff:
Access to the WisDOT Extranet is accomplished using SSL on port 6131. If outbound connections on port 6131 are blocked at either your organization's firewall and/or your organization's proxy server(s), outbound connections will have to be enabled for your personnel to access the WisDOT Extranet.

Regarding firewall and proxy configuration
The Wisconsin Department of Transportation is not in a position of providing support for infrastructure components of other organizations, including the diagnosis and configuration of firewalls, proxy servers, etc. WisDOT cannot assume any liability for problems or outages that may occur either directly or indirectly related to infrastructure configuration and support issues.

Accessing WMUTCD
Once all of the above requirements have been met, enter the following URL into your browser’s location/address field:

https://trust.dot.state.wi.us/extntgtwy/dtid_bho/extranet/wmutcd/

You should be prompted for a UserID and password.

The UserID is a shared Application ID that we request you not share with others.

This system is for authorized user only, system access is monitored. By using this system you expressly consent to this monitoring. Evidence of unauthorized access will be provided to the appropriate law enforcement agencies.

You will then view a page titled "Wisconsin Manual on Uniform Traffic Control Devices (WMUTCD)" in your browser window.

Troubleshooting
To effectively resolve a problem that you may be experiencing, it is first necessary that the problem be correctly identified. The Wisconsin Department of Transportation is not in a position to provide software or hardware support for non-state owned equipment. Additionally, due to the nature of the Internet, we cannot ensure your connection to state owned resources over public and private networks. If you are having difficulties, please use the following steps to determine what type of problem is preventing your access to the Application, and contact the appropriate support organization.

Please follow the following steps in diagnosing and resolving problems.

Dial-up connections
If you connect to the Internet via a dial-up connection using a modem, check the following. If your connection is via a network adapter skip to next step.

Did your computer successfully connect to the Internet Service Provider's location?

If not, please contact you Internet Service Provider's Technical support staff for assistance.

If successful, continue on to the next step.

Internet browser
Start your Internet Browser software (usually either Netscape or Internet Explorer). If the browser did not start, contact your software support organization.

If successful, continue on to the next step

Network connectivity - step 1

Attempt to access your Internet Service Provider's Web site. This is usually www.{yourISPdomainName}.com.

Did your browser successfully connect to the Internet Service Provider's Web site?

If not, please contact your Internet Service Provider's Technical support staff for assistance.

If successful, continue on to the next step.

Network connectivity - step 2

Attempt to access at least two of the following Web sites.
Note: This is not an endorsement by the State of Wisconsin Department of Transportation for either the organizations or their products.

www.weather.com

www.intellicast.com

Did your browser successfully connect to the above Web sites?

If not, please contact your Internet Service Provider's Technical support staff for assistance.

If successful, continue on to the next step.

Network connectivity - step 3

Attempt to access the following Web site.

http://www.wisconsin.gov

Did your browser successfully connect to the above Web site?

If not, please contact your Internet Service Provider's Technical support staff for assistance.

If successful, continue on to the next step..

Network connectivity - step 4

Attempt to access the following Web site.

http://www.dot.wisconsin.gov

Did your browser successfully connect to the above Web site?

If not, please contact the Wisconsin Department of Transportation, Computer Support Help Desk support staff for assistance. Please review "Contacting the WisDOT Computer Support Help Desk" below.

If successful, continue on to the next step.

Network connectivity - step 5
Attempt to access the DBE application using the URL shown here:

https://trust.dot.state.wi.us/extntgtwy/dtid_bho/extranet/wmutcd/

Did your browser successfully display a page titled "Wisconsin Manual on Uniform Traffic Control Devices (WMUTCD)" in your browser window?

If not, please contact the Wisconsin Department of Transportation, Computer Support Help Desk support staff for assistance. Please review "Contacting the WisDOT Computer Support Help Desk" below.

If successful, continue on to the next step.

Step 6

If PDF files are not loading (they are identified by the PDF icon) while pressing the Control key click on Refresh. If the page still does not load, please contact Adobe Support for assistance.  Please review “Acrobat Reader Support Resources” below for support for the Adobe Acrobat Reader.

When the technician answers the phone please be sure to state your name, the company you are with, and the name of the application your are accessing over the DOT's Extranet.

Sample:

I'm [name] from [Your organization name], and am having a problem with DOT's extranet application, "ApplicationName".

Tell the technician which steps in the above troubleshooting guide failed, and any errors or problems encountered.

Acrobat Reader support resources

The Wisconsin Department of Transportation does not provide support for the Adobe Acrobat Reader. Should you encounter difficulties downloading, installing, configuring or using the Adobe Acrobat family of products Adobe has established a detailed support site for addressing issues or problems.
