In keeping with this commitment, the WisDOT Minority Business
Enterprise (MBE) Program is designed to provide new or expanded
opportunities for qualified minority-owned businesses to sell their
goods and services to the department. WisDOT's MBE program is
different from the Disadvantaged Business Enterprise (DBE) Program
in that the federal DBE program targets highway construction
spending to minority and women-owned businesses, while the MBE
