Photos now on instruction permits

In order to help reduce fraud and comply with a recommendation by the Inspector Generals Office, DMV began issuing instruction permits with photos to customers age 18 and older in March 2004. At that time, DMV did not require photos on permits for those under the age of 18.

Effective August 22, 2005 all instruction permits, including those issued to persons under the age of 18, will require a photo of the customer. However, photo exemptions listed under Section Trans. 102.03(2) (e.g. customer is out-of-state at the time of issuance, religious convictions, temporary disfigurement) will apply.
