Peer exchanges

Peer exchanges are a great opportunity for WisDOT to learn about the experiences of other states, federal agencies and academic institutions. Representatives from other similar programs are invited to WisDOT to see how our group operates, provide their observations, and share information about how they operate. The WisDOT RD&T Program encourages and sponsors peer exchanges as a technology transfer strategy. Five peer exchanges are summarized below. 

New Vehicle Titling Issues Peer Exchange: UCOTA and Other Approaches, October 2007

The Wisconsin Department of Transportation Division of Motor Vehicles hosted a peer exchange in October 2007 in Madison. Representatives from three other states, the American Association of Motor Vehicle Administrators and the National Conference of Commissioners on Uniform State Law joined representatives from Wisconsin’s vehicle dealers, lenders and consumer groups to share their thoughts and reactions to the Uniform Certificate of Title Act. The core group of state and AAMVA representatives also discussed the titling and lien systems in each state, sharing issues and best practices.

WisDOT Research Peer Exchange, October 2006

Research managers from around the country came to Madison in October 2006 for WisDOT's triennial Research Peer Exchange. The overall theme for the conference was research program evaluation with an emphasis on performance measures, effectiveness, structure and partnerships, especially with universities. Representatives from the Federal Highway Administration (FHWA), University of Wisconsin-Madison, and WisDOT regional offices participated in the active discussions that took place.

Policy into Practice: Indirect and Cumulative Impacts Peer Exchange, August 2005

The Wisconsin Department of Transportation Bureau of Equity and Environmental Services is working to develop, revise and implement department policies for the indirect and cumulative impacts of transportation projects. In support of this effort, WisDOT hosted a peer exchange in August 2005 to share experiences and best practices with five other state DOTs and representatives from FHWA. Lamar Smith, FHWA – Washington, D.C. gave an extended presentation on the topic from the federal perspective. This portion of the exchange was available to observers nationally by means of an online Webcast.

WisDOT Bureau of Highway Real Estate Peer Exchange, September 2004

With an eye toward program improvement and increased efficiencies, WisDOT's Bureau of Highway Real Estate hosted a five-day peer exchange in September 2004. Representatives from six state DOTs, along with FHWA representatives from Illinois and Washington, D.C., gathered in Madison to share best practices in the areas of valuation methodologies; consulting and in-house staffing; local public agency and staffing alternatives; and property management. WisDOT real estate representatives from all eight districts participated in the event.  

Disadvantaged Business Enterprise Programs Peer Exchange, November 2003

The WisDOT Office of DBE Programs and the FHWA-Wisconsin Division-Civil Rights Program hosted a two-day peer exchange focused on business assistance and development; contract administration, good faith efforts, and certification; and commercially useful function/fraud.  Numerous representatives from the industry joined WisDOT and FHWA to identify strengths, opportunities, and challenges in the DBE Program. 

Research Management Peer Exchange, April 2002

The WisDOT Research Coordination Section hosted a three-day peer exchange focused on information services and the strengths, challenges and opportunities they present. Also discussed were identifying the pressing information needs among WisDOT staff and ways to effectively work with outside research partners in improving the exchange of information. Representatives from WisDOT, FHWA, academia and industry were all present in discussing the information services that RCS provides.
