Tribal affairs - FDM revisions
The Facilities Development Manual (FDM) provides policy, procedural requirements, and guidance encompassing the facilities development process.
It is applicable to all types of highway improvement projects on the state trunk highway system, other street/highway systems for which federal-aid highway funds may be utilized, state facilities road systems funded with state funds administered by the department, and other highways and roads for which the department may act as an administrative agent.
One of the Tribal Historic Preservation Project deliverables was to convene with all tribal historic preservation officers to assist in the redrafting process of Chapter 26, Section 106, which deals with tribal consultation on WisDOT transportation projects.
The process included several meetings that involved tribal and WisDOT agency representatives. All parties involved were provided an opportunity to comment and provide feedback throughout the process.
In November 2010, the revisions were formally approved and adopted as official WisDOT policy.
This collaborative initiative is not only an unprecedented effort of tribal input on agency policy, but an important step towards engaging tribes early on in the planning process to protect sites that are culturally and historically significant to tribes.
