Enhanced Mobility of Seniors and Individuals with Disabilities Program

The Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program utilizes federal and state funds for capital and operating projects that improve the mobility of seniors and individuals with disabilities. Eligible applicants include private non-profits, local units of government, and operators of public transportation.

The Section 5310 program provides grant funds for capital and operating expenses for:

  • Public transportation projects planned, designed, and carried out to meet the special needs of seniors and individuals with disabilities when public transportation is insufficient, inappropriate, or unavailable
  • Public transportation projects that exceed the requirements of the Americans with Disabilities Act (ADA) of 1990 (42 U.S.C. 12101 et seq.)
  • Public transportation projects that improve access to fixed route service and decrease reliance on complementary paratransit
  • Alternatives to public transportation projects that assist seniors and individuals with disabilities with transportation

Application materials

Eligible applicants can apply for “traditional Section 5310” vehicle purchases through the “Vehicle Application Materials” documents. Applicants wishing to apply for projects previously eligible under Section 5317 New Freedom such as operating projects, mobility management, and non-vehicle capital projects, use the application materials found under “Other (non-vehicle) Project Application Materials”.

Be sure to download, complete and submit the correct application.

If your organization would like to apply for a vehicle purchase AND a New Freedom-type project, you will need to submit separate applications.

LOCAL UNITS OF GOVERNMENT applying for vehicles have additional requirements and deadlines that must be met prior to applying. See the application guidelines document for further information.

Large urbanized area links and maps

The state’s four large urbanized areas (Appleton, Green Bay, Madison and Milwaukee) are now administering the 5310 programs for their geographic areas while the Wisconsin Department of Transportation (WisDOT) continues to administer the program for the small urban and rural areas of the state.

If the geographic boundaries of your project fall within the boundaries of one of the large urban areas, please submit your application to that agency. Click on the links provided below for a detailed map and contact information for each of the designated agencies.

The Federal Transit Administration (FTA) requires that awarded projects funded under Section 5310 are included in a “locally developed coordinated public transit-human services transportation plan”. This ensures that applicants are coordinating services with other private, public and non-profit transportation providers. A portion of the scoring criteria will be used to evaluate how well a project is coordinated with other services, including involvement in the coordination planning process and efforts to provide complementary, not duplicative, services. The evaluation scoring criteria will be available as part of the application packet.
