Interagency Council on Transportation Coordination (ICTC) Conference

“Opening Doors to Human Services Transportation Coordination”

ICTC background

On October 4, 2005, Governor Jim Doyle charged a number of state agencies with forming the Interagency Council on Transportation Coordination (ICTC). Major goals of the Council are to eliminate administrative barriers in state agencies to human services transportation (HST) coordination, and through the work of a consultant develop a Wisconsin model of HST coordination with implementation strategies. The model will enhance coordination and mobility for individuals through service duplication, increased efficiency of services provided, and broader sharing of transportation services. 

The Wisconsin state agencies represented on the Council are: 

  • Department of Veteran Affairs
  • Department of Health and Family Services (includes Medicaid, Family Care and Aging)
  • Department of Workforce Development (includes the Division of Vocational Rehabilitation and the Wisconsin Employment Transportation Assistance Program (WETAP))
  • Office of the Commissioner of Insurance
  • Department of Veterans Affairs
  • Department of Transportation

Charge to the ICTC

  1. Create a state level transportation coordination council.
  2. Conduct a comprehensive state assessment using the "United We Ride" framework.
  3. Develop a comprehensive state action plan for coordinating human service transportation.
  4. Conduct a statewide comprehensive inventory of existing transportation systems.

Mission Statement

The ICTC is dedicated to creating a coordinated, accessible, affordable, dependable, safe, statewide system providing the best transportation services to transportation disadvantaged individuals in Wisconsin.

Definitions

Coordination is a process through which representatives of different agencies, providers and client groups work together to achieve any one or all of the following goals: more cost-effective service delivery; increased capacity to serve unmet needs; improved quality of service; and services more easily understood and accessed by riders. Coordination demands communication, trust, flexibility and the willingness to focus on the transportation needs of clients.

Transportation disadvantaged are individuals who are unable to provide their own transportation as a result of a disability, an age-related condition, or an income constraint.

Additional information

Mobility is critical for people to participate in significant aspects of their lives: getting to work, shopping, medical appointments and social and community activities.

For some individuals, age-related conditions, disability or income limit their ability to own a car or drive themselves. These transportation-disadvantaged individuals create a need for specialized transportation services that is growing as the state’s population ages and longevity increases. The shift in caring for individuals with disabilities and age-related conditions from institutions to community-based settings is creating an even greater need for specialized transportation services. Access to jobs is increasingly affected by transportation as employment opportunities (especially for limited-income individuals) are located far away from the areas where individuals live.

To address these transportation needs, federal, state and local agencies fund a wide variety of human services transportation programs for veterans, people with disabilities, seniors and low income individuals. This fragmented system creates inefficient use of resources, duplication and gaps in service, inconsistent service and safety standards, and customer confusion and obstacles.
