Northeast region construction update

May 15, 2008

The Wisconsin Department of Transportation (WisDOT) is providing a weekly update on road construction in northeast Wisconsin, which includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan and Winnebago.

Construction-related traffic impacts are subject to change and are dependent on favorable weather conditions.

Brown County

WIS 32, Claude Allouez Bridge replacement in De Pere

Location: The new Claude Allouez Bridge has been constructed on relocated WIS 32 just upstream of the Fox River Dam in De Pere. Approach roadway construction on the west side of the Fox River is Third Street from Reid Street to Main Street, and on the east side of the river is Broadway from Merrill Street to Cass Street.
Schedule: July 17, 2006 to July 1, 2008
Length: 0.6 mile
Cost: $25.3 million
Description: This project constructed a new Claude Allouez Bridge over the Fox River in De Pere. The new pre-stressed concrete girder bridge replaced the existing steel truss bridge. The old bridge has been removed as part of the project. Approach roadways have been reconstructed. This work included constructing concrete retaining walls, pavement removal, grading, storm sewer installation, base course, concrete pavement and sidewalks, street lighting, traffic signals, signing, and traffic control.
Traffic impacts:

  • Traffic access on all streets within the project area returned to normal.
    The Fox River State Recreation Trail along the east shore of the Fox River is open.

WIS 172
Location: WIS 172 from Airport Drive to US 41
Schedule: April 21, 2008 to August 2008
Length: 2.8 miles
Cost: $2.9 million
Description: The project involves rehabilitating WIS 172 from Airport Drive to US 41, including the ramp connections at the interchange of WIS 172 and US 41. Work consists of dowel bar retrofit, concrete pavement repair, diamond grinding, asphalt shoulder replacement, reshaping ditches, culvert pipe rehabilitation, beam guard replacement, pavement marking, signing, and landscaping.
Traffic impacts:

  • WIS 172 is reduced to one lane in each direction.
  • Partial intersection closures at Southpoint Road, Packerland Drive, and Babcock Road will occur intermittently between the hours of 10 p.m. to 6 a.m.  Work is weather dependent. Traffic will be guided through the intersections by flaggers.
  • Roadway and ramp closures will occur between the hours of 10 p.m. and 6 a.m. during the following dates. Work is weather dependent. Detours will be posted during each closure.
    • Ramp for WIS 172 eastbound to US 41 north and southbound from May 13 to May 16.
    • Ramp for US 41 southbound to WIS 172 westbound from May 15 to May 21.
    • WIS 172 eastbound from May 15 to May 21.
    • Ramp for US 41 northbound to WIS 172 eastbound from May 19 to May 24.
    • WIS 172 westbound from May 27 to June 3.
    • Ramp for WIS 172 westbound to US 41 north and southbound from May 27 to June 3.

Calumet County

No state construction projects currently in progress.

Door County

Maple - Oregon Bridge, Sturgeon Bay

Location: Sturgeon Bay, across the ship channel
Schedule: October 2006 through September 2008
Length: 1,055 feet
Cost: $30 million
Description: The project constructs a new double leaf bascule bridge over the Sturgeon Bay ship channel, connecting Maple Street and Oregon Street.
Traffic Impacts: There are not any driving impacts to the public associated with the project. The United States Coast Guard has given the contractor permission to begin steel erection over the navigation channel from April 14 through June 16. During this time, channel access at the lift span portion of the bridge will vary depending on activity. The planned schedule is to erect the west bridge leaf from April 14 through April 28. During this time only the east half of the channel will be open limiting the width of vessels that can pass through. From April 28 through May 30, both the west and east leaves of the bridge are scheduled to extend across the entire channel limiting the width and height of vessels that can pass through. From May 30 through June 16, the east bridge leaf will be constructed and the west half of the channel will be open limiting the width of vessels that can pass. The entire channel is slated to be open by June 17. The contractor will be extending daily hours and will be working six days a week in an effort to expedite this work over the navigation channel.

WIS 57
Location: South County Line Road to County H
Schedule: April 2008 to October 2008
Length: 11.00 miles
Cost: $13.5 million
Description: The work on this project consists of common and borrows excavation, crushed aggregate base course, concrete and asphalt pavement, erosion control, landscaping and traffic control.
Traffic impacts: Traffic will be maintained in its current configuration on the existing WIS 57. Beginning on May 13, Hump Road will be closed between County C and Misere Road. The detour will follow County C to the south, then to County J to the east, then to County XC to the north, then County H to the west, and then to WIS 57. Beginning on May 15, the contractor will mill the asphalt pavement in the village of Dyckesville from the County P interchange to the county line road. The roadway will remain open to traffic.

Fond du Lac County

US 151

  US 151 corridor project
Location: US 151 from County D to WIS 175
Schedule: August 27, 2007 through October 2008
Length: 3 miles
Cost: $13.2 million
Description: The project includes the paving of US 151 from County D to WIS 175, and includes the construction of seven new structures. The grading project for this portion of US 151 was completed in August 2007. The project also includes signal work at WIS 23/US 151 interchange as well as the US 41/US 151 interchange ramps.
Traffic impacts: The intersection of WIS 175/US 151 Bypass will be closed for reconstruction beginning March 3 and lasting through August 25. There will not be access to the US 151 Bypass via WIS 175 during this period. The detour route for Main Street will utilize US 151 to US 45 to Pioneer Road (County VV) to Main Street. The detour route for WIS 175 will utilize US 41 to County B to WIS 175. In addition to the WIS 175 closure, US 151 southbound will be restricted to one lane from approximately 700 feet south of Martin Road to WIS 175.

US 41
Location: US 151 to County OO
Schedule: April 7, 2008 to July 2009
Length: 6.2 miles
Cost: $ 26.3 million
Description: The project involves asphaltic milling and resurfacing, drainage rehabilitation, the installation of a median cable guard system, and replacement of the US 41/WIS 23 interchange.
Traffic impacts: Motorists should anticipate major backups on US 41 and are strongly advised to consider alternate routes.
Northbound USH 41:

  • 4 a.m. Monday, May 10 to 10 a.m. Friday, May 16: The left (passing) lane on northbound and southbound US 41 will be closed from US 151 to two miles north of County OO.

Southbound USH 41:

  • 4 a.m. Monday, May 12 to 2 p.m. Friday, May 16: The left (passing) lane on southbound US 41 will be closed from County N to US 151 (Military Road).

Moede Lane Bridge and approaches
Location: Approximately 300 feet east of WIS 54
Schedule: October 2, 2007 through Spring 2008
Cost: $140,121.92
Description: The work under this contract consists of constructing and removing a temporary bypass, removing and replacing the bridge, approach work, and all incidental items.
Traffic impacts: Traffic will be traveling on gravel until spring.

Sixth Street (US 45)
Location: 6th Street (US 45) from Main Street to Fond du Lac Avenue in Fond du Lac
Schedule: March 26, 2008 to October 31, 2008
Length: 0.71 miles
Cost: $2.4 million
Description: The project includes grading, base aggregate dense, concrete pavement, HMA pavement, sidewalk, curb and gutter, storm sewer, sanitary sewer, water main, and street lighting. This project is a reconstruction of the existing Sixth Street from Main Street to Fond du Lac Avenue. There will be minor adjustment to the profile and width of Sixth Street.
Traffic impacts: Sixth Street (US 45) is closed to thru traffic. Residents will be able to access their homes until paving operations. Detour is as follows: Northbound US 45 traffic west on County  VV, to northbound WIS 175, to US 45. The southbound US 45 detour will follow the reverse path of the northbound detour.

Manitowoc County

WIS 310
Location: Madison Street (WIS 310) between 14th Street and River Street. 16th Street (WIS 310) between River Street and Washington Street (WIS 42) in the city of Two Rivers
Schedule: September 17, 2007 to July 31, 2008
Length: 0.50 miles
Cost: $4.7 million
Description: This project will replace the existing Madison Street bascule bridge over the West Twin River with a new 5 span slab structure. In spring of 2008, 16th Street will be reconstructed with new concrete pavement, as well as decorative stamped concrete, decorative street lighting and new traffic signals at the intersection of 16th Street and Monroe Street.
Traffic impacts: Madison Street (WIS 310) will be closed between 14th Street and River Street in the City of Two Rivers. The detour route will use Columbus Street to Memorial Drive (WIS 42) to 16th Street. Beginning Monday March 31, 16th Street between Monroe Street and Washington Street (WIS 42) will be closed, the detour route will be the same as listed above. Beginning Monday, April 28 at 7 a.m., the 14th Street and Madison Street (WIS 310) intersection will be closed. The detour route will be the same as listed above. During this closure motorists will have access to local businesses using abutting side streets. Boat traffic on the West Twin River may be disrupted during construction. Boat traffic using the West Twin River should use caution under Madison Street bridge due to reduced vertical clearances.

Manitowoc/Sheboygan Counties

I-43 to 29th Street, County C and WIS 23 ramps
Location: I-43 from WIS 96 to US 10, Manitowoc County C at I-43, WIS 23 at I-43 and Taylor Drive
Schedule: October 8, 2007 through spring 2008
Cost: $0.94 million
Description: I-43 involves pavement marking, Manitowoc County C and ramps, and WIS 23 ramps at I-43 and Taylor Drive involves concrete pavement removal and replacement, concrete pavement repair, diamond grinding, and signing.
Traffic Impacts: Single lane closures WIS 23 at I-43 overpass to allow crews to replace the existing beam guard are likely. The inside lane both east and westbound may be closed. The outside lanes will remain open to traffic at all times; two-way traffic will be maintained.

US 10, 8th Street and Madison Street
Location: Madison Street between 10th Street and 8th Street, and 8th Street from Madison Street to Washington Street in the city of Manitowoc
Schedule: April 21 to August 15, 2008
Length: 0.47 miles
Cost: $1.06 million
Description: This project consists of street reconstruction, which involves grading, base course, storm sewer, concrete pavement, concrete sidewalk and concrete curb and gutter.
Traffic impacts: Madison Street from 10th Street to 8th Street is closed.  8th Street from Madison Street to Washington Street is closed. The detour route will use 7th Street. During this closure, motorists will have access to local businesses using side streets.

Marinette/Oconto Counties

US 41

Location: County S near Oconto to County Y near Peshtigo
Schedule: August 2007 through June 2009
Length: 10.9 miles
Cost: $22.6 million
Description: This project widens US 41 to four lanes with restricted access. Project included earthwork, four box culverts, concrete and asphalt paving, signing and striping.
Traffic impacts: Traffic will be maintained in its current configuration on existing US 41. The southbound shoulder at Old 15 Road is closed. Trucks will be entering and exiting the highway. Drees Road will be worked on under traffic. Woodview Lane East is closed until July. Work on Koronkiewicz and Schroeder Lanes may start, weather permitting. All project work will be suspended between noon on May 23 and 6 a.m. on May 27 for Memorial Day.

Oconto County

No state construction projects currently in progress.

Outagamie County

Lawe Street lift bridge
Location: Lawe Street lift bridge over the Fox River Navigation Canal in Appleton
Schedule: March 2007 through May 2008
Cost: $3.3 million
Description: This project rehabilitates the existing lift bridge and bridge approaches.
Traffic impacts: The Lawe Street bridge is closed to traffic.

WIS 76
Location: WIS 54 to Bear Creek
Schedule: January through September 2008
Length: 12.5 miles
Cost: $3.0 million
Description: Asphalt resurfacing; replacement of the WIS 76 bridges over the Embarrass River and over Bear Creek
Traffic impacts: WIS 76 will close for the construction of the Embarrass river bridge and the Bear Creek Bridge. Traffic will be detoured from approximately January to July. Detour route will be WIS 54 to US 45 to WIS 76. Resurfacing will be completed following the completion of the bridges and will be performed under traffic with the use of flaggers to control the traffic to one lane past the work site.

WIS 96
Location: US 41 to WIS 76
Schedule: April 14 through November 2008
Cost: $5,130,000
Description: The project includes lane widening and placing asphalt from 1000 feet east of WIS 76 to 500 feet west of Tower View Road and the reconstruction and expanding WIS 96 to a four lane divided highway from 500 feet west of Tower View Road to Casaloma Drive. Slotted left turn lanes will be built at the intersection of Casaloma Drive, McCarthy Road, Mayflower Road, and County CB.
Traffic impacts: WIS 96 will be open to traffic throughout construction with the exception of four nights. McCarthy Road has been reduced to one lane of traffic in each direction. Side road closures will be occurring during stages of construction. Shoulder closures will be occurring for lane widening throughout the project.

WIS 96
Location: WIS 96 between US 41 and Lynndale Avenue (County A) in the town of Grand Chute
Schedule: May 12, 2008 to August 29, 2008
Length: 1.03 miles
Cost: $1,194,000
Description: The project involves pavement repair, concrete sidewalk, modular block retaining wall, reconstructing storm sewer and hot mix asphalt pavement.
Traffic impacts: WIS 96 will be restricted to one lane of traffic in each direction from US 41 to Lynndale Avenue (County A).

WIS 15
Location: WIS 15 between US 45 and County CB in the towns of Grand Chute and Greenville
Schedule: August 27, 2007 to May 23, 2008
Length: 1.4 miles
Cost: $1,492,000 
Description: The project involves reconstructing the intersections of WIS 15 and Casaloma Drive, McCarthy Road and Mayflower Drive, placing concrete pavement and installing traffic signals and street lighting.
Traffic impacts: The intersection of WIS 15 and Mayflower Drive will be closed to traffic. Traffic on WIS 15 will be maintained, but will have lane closures with a minimum roadway width of 12 feet.

WIS 55
Location: Crooks Avenue, city of Kaukauna, 18th Street to 7th Street
Schedule: April 30th to November 2008
Cost: $1,800,000
Description: The project includes grading, storm sewer, concrete paving and traffic signals.
Traffic impacts: WIS 55 will be closed to traffic throughout construction. Cross traffic will be maintained at 16th Street, 14th Street, 13th Street, 12th Street, 10th Street, and 7th Street; periodic closures will happen on these streets and cross traffic will be maintained with the use of flag persons. Henry Street and 18th Street will be open to local traffic only and periodic closures will be maintained with flag persons. Side road closures will be occurring during the different stages of construction. The detour route is WIS 96 to County N to County CE.

Sheboygan County

No state construction projects currently in progress.

Winnebago County

Wisconsin Street bridge

Location: Wisconsin Street span over the Fox River in Oshkosh
Schedule: September 25, 2006 through mid-October 2008
Cost: $18.5 million
Description: This project replaces the current Wisconsin Street span with a four-lane lift bridge with pedestrian and bicycle access.
Traffic impacts: Wisconsin Street is closed to pedestrian and vehicle traffic from May 6, 2008 to October 11, 2008.

US 45

  US 45 expansion project
Location: County G to County II, Winnebago County
Schedule: September 2007 through October 2008
Length: 4.3 miles
Cost: $5.9 million
Description: This project will convert the existing two-lane expressway into a four-lane expressway by adding two additional lanes to the east of US 45. Nearly a mile of the existing lanes near Breezewood Lane and Woodland Drive, including the intersection, will be reconstructed to improve sight distance.
Traffic impacts: Motorists can expect vehicles entering and exiting the northbound shoulder. Construction equipment will be crossing side roads that intersect US 45. The existing US 45 will be closed from County II in Winchester to County GG (WIS 116) in Winneconne starting on May 27 until approximately the end of August. (Access to County II from the north and to County GG (WIS 116) from the south will be allowed). Traffic will be allowed to cross existing US 45 at Grandview Road and Lakeview/Oakridge Road. Breezewood Lane crossing the existing US 45 will be closed at times to complete construction of new US 45.

US 45
Location: US 45 at County T
Schedule: August 2007 through August 2008
Cost: $4.9 million
Description: The project involves reconstructing the intersection as a full-access interchange with ramps and an overpass structure.
Traffic impacts: Temporary signals are installed at US 45 and Fernau/Snell Avenue. County T is closed from Sterns Road to Lake Butte des Morts/County S and there is no access to/from US 45 until August 2008. Intermittent lane closures will occur on US 45 in both northbound and southbound lanes. The intersection of Ryf Road, County T, County S and Lake Butte des Morts Drive will be completely closed to traffic starting Monday, May 5 to Monday, May 19, 2008.

WIS 44
Location: Ohio Street from South Park Avenue to the Fox River Bridge in the city of Oshkosh
Schedule: April 1, 2008 through mid-October 2008
Cost: $4.3 million
Description: This project involves reconstruction of the existing roadway. New sanitary sewer, water main, storm sewer, concrete pavement, and lighting are all part of the project.
Traffic impacts: WIS 44 is closed from South Park Street to the Fox River Bridge. WIS 44 will close to traffic from Witzel Avenue to the Fox River Bridge beginning Tuesday, May 6. The detour route for southbound traffic is as follows:  east on High Street, south on Main Street, and west on South Park Avenue. The detour route for northbound traffic is as follows: East on South Park Avenue, north on Main Street, and west on Algoma Boulevard. Alternating intersections will remain open to allow for cross traffic within the project limits. Motorists are advised that local access to businesses will be maintained. Witzel Avenue is closed to traffic from North Campbell Road to Ohio Street.  Motorists are advised to use an alternate route.

WIS 44
Location: Wisconsin Street from the Fox River Bridge to Pearl Avenue in the city of Oshkosh
Schedule: May 6, 2008 to mid-October 2008
Cost: $1 million
Description: This project involves reconstruction of the existing roadway. New storm sewer, concrete pavement, sidewalk, traffic signals and lighting are all part of the project.
Traffic impacts: WIS 44 is closed to traffic from the Fox River Bridge to Campus Place. Pearl Avenue remains open to cross traffic. The detour route for southbound traffic is as follows: East on High Street, south on Main Street, and west on South Park Avenue. The detour route for northbound traffic is as follows: east on South Park Avenue, north on Main Street, and west on Algoma Boulevard.

Motorists should slow down, use caution and stay alert when driving through construction zones. To avoid delays, consider taking an alternative route and avoid peak travel periods. Before leaving home, check the following sources for information about work zones and detours:
