Southeast Region weekly construction update

July 3, 2009

The Wisconsin Department of Transportation (WisDOT) is providing a weekly update on road construction in Southeast Wisconsin, which includes the counties of Kenosha, Milwaukee, Ozaukee, Racine, Walworth, Washington and Waukesha.

Construction-related traffic impact exists in the locations listed below. Closures listed are subject to change and are weather-dependent.

Kenosha County

WIS 31 (Green Bay Road)
Location: WIS 50 (75th Street) intersection, WIS 158 (52nd Street) intersection and 45th Street intersection
Schedule: July 27 - November 24, 2009
Length: 0.62 miles
Cost: $1.9 million
Type of work: Convert the WIS 31 existing two through-lanes with mandatory right turn-only lanes at its WIS 50 and WIS 158 intersections to three continuous northbound and southbound through-lanes. Reconfigure the existing WIS 31 left turn lanes at these intersections and at other nearby median openings for reducing collisions. Project improvements include:

  • Replace existing traffic signals with temporary and new permanent signals at the WIS 50 and WIS 158 intersections.
  • Install a new traffic signal at the 45th Street intersection.
  • Modify existing storm sewer system.
  • Extending and reconfiguring turn lanes within the existing highway right-of-way.
  • New signing/striping.

Traffic impact: All intersection approaches will remain open to traffic during construction.

  • August - September
    • Northbound and southbound WIS 31 will be reduced from three lanes to two lanes while the existing right turn lanes and outer corners are reconstructed at these three intersections. Truck detour routes will be posted in the project vicinity with right turns by trucks prohibited at these intersections. WIS 31 could be reduced occasionally during nighttime hours to one lane in each direction.
  • October - November
    • The three northbound and southbound WIS 31 lanes will remain reduced at two lanes for median work in the vicinities of the three intersections. Left turn lanes must be shortened temporarily while existing left turn lanes and WIS 31 median areas are reconstructed.

WIS 24 (Forest Home Avenue)
Location: US 45 to 45th Street 
Schedule: June 22 - December 1, 2009 and May 1 - June 25, 2010
Length: 5.3 miles
Cost: $14,755,162
Type of work: Mill and resurface Forest Home Avenue. Replace the seven existing signals with new signals; minor intersection upgrades to turn lanes. Overlay the Root River bridge and Honey Creek bridge. Re-deck the three structures over I-894/I-43.
Traffic impact: Forest Home Avenue will be constructed under traffic in stages. One lane will remain open in each direction at all times. Off-peak lane closures will be taken on I-894/I-43 during the bridge re-decks. The I-894/I-43 westbound off ramp will be detoured during stage 1 construction.

WIS 100 (Brown Deer Road)
Location:  95th Street
Schedule:  June 8 - July 31, 2009
Length:  Under one mile
Type of work:  Intersection signalization with left-turn lane improvements and pedestrian access improvements. Storm sewer modifications will also be conducted in conjunction with the left-turn lane improvements.
Traffic impact: WIS 100 will remain open to two-way traffic during construction. Lane 1 will be closed in both directions through June. Lane 3 will be closed in both directions when Lane 1 is reopened, expected around the first week of July. WIS 100 will continue to accommodate trucks during construction. 95th Street will remain open to traffic with short-term intermittent closures at WIS 100 intersections when required.

WIS 100 (Brown Deer Road)
Location: WIS 57 (Green Bay Road) – I-43
Schedule: April 6 - November 24, 2009
Length: 2.02 miles
Cost: $5.7 million
Type of work: Remove and reconstruct existing concrete pavement. This reconstructed 6-lane highway will include new on-road bike accommodations along its outside lanes in both directions. Project improvements include:

  • Replacing existing traffic signals with temporary and new permanent signals at the Kildeer Court and Range Line Road intersections.
  • Modifying existing storm sewer system.
  • Reconfiguring turn lanes within the existing highway right-of-way.
  • Adding decorative pavement and sidewalks at the Kildeer Court intersection.
  • Installing new freeway traffic monitoring equipment at the I-43/Brown Deer Road interchange.
  • New signing/striping.

Traffic impact: WIS 100 will remain open to two-way traffic between WIS 57 and I-43 during construction, but motorists are advised to seek alternative routes. All two-way traffic will be directed onto one side of WIS 100 while its other side is reconstructed. Eastbound and westbound WIS 100 traffic will each have one lane with left turns accommodated in a middle lane at intersections. WIS 100 will continue to accommodate trucks during construction. Cross-streets will remain open to traffic with short-term intermittent closures at WIS 100 intersections when required. Message board signs will announce these short-term closures in advance.

  • April – July
    • The north side of WIS 100 is closed for reconstruction with two-way traffic diverted onto its existing south side.
  • August – October
    • The south side of WIS 100 is closed for reconstruction with two-way traffic diverted onto its new north side pavement.
  • November
    • Traffic is returned to the eastbound and westbound lanes with localized closures of WIS 100 lanes near the I-43 interchange and WIS 57.

WIS 181 (North 76th Street)

Location: Florist Avenue to West County Line Road
Schedule: Late April - July 2009
Length: 4.433 miles
Cost: $160,000
Type of work: Punchlist work remaining.
Traffic impact: Interim lane closures. North 76th Street will be open to traffic and access will be maintained to businesses.

WIS 181 (North 76th Street, city of Milwaukee)
Location: West Center Street to West Appleton Avenue
Schedule: Late May - November 2009
Length: 1.76 miles
Cost: $4.5 million
Type of work: Construction of concrete pavement, storm sewer structure, curb and gutter, sidewalk and pavement marking.
Traffic impact: Two-way traffic in each direction will be opened during construction.

WIS 24
Location: West Forest Home Avenue Bridge (over the KK River)
Schedule: Late May - November 2009
Length: 1.76 miles
Cost: $2.1 million
Type of work: Bridge replacement
Traffic impact: Two-way traffic in each direction will be opened during construction.

WIS 38 (Chase Avenue)
Location: East Howard Avenue to East Ohio Avenue
Schedule: June - November 2009
Length: 1 mile
Cost: $2 million
Type of work: Pavement removal, grading, concrete pavement, sewer structures, concrete curb and gutter, sidewalk and pavement marking.
Traffic impact: Two-way traffic in each direction will be opened during construction.

Ozaukee County

WIS 181 (Wauwatosa Road)
Location: Mequon Road to Pioneer Road
Schedule: June - September 2009
Length: 3.6 miles
Cost: $2.3 million
Type of work: Resurfacing, intersection improvement and cross culvert replacement.
Traffic impact: WIS 181 will be closed to through traffic with a detour WIS 67 (Mequon Road) to I-43 to County C. Maintain access for the local traffic and emergency services throughout the project length.

Racine County

West half of the Burlington Bypass  (south and west of city of Burlington)

Location: WIS 36 and County P Interchanges with the Burlington Bypass
Schedule: March 23 - November 2009 (entire bypass scheduled to open in late fall 2010)
Length: 2.8 miles (entire bypass is 11 miles)
Cost: $13 million (entire bypass approximately $100 million in six separate contracts)
Type of work: Construct five new bridges (one over the White River, two at the County P interchange, and two at the WIS 36 interchange)

  • Remove the existing WIS 36 - White River bridge
  • Grading
  • Paving
  • Concrete curb and gutter
  • New signing and marking on County P and WIS 36

Traffic impact: County P and WIS 36 will be closed while the interchanges are built from March 23 to mid-October.

  • The signed County P detour is WIS 50 to WIS 83 to Market Street.
  • The signed WIS 36 detour is WIS 11 to WIS 120.

East half of the Bypass is currently open to WIS 83 (Pine Street).

WIS 11 (Durand Avenue)
Location: Union Pacific Railroad structure and retaining wall replacement at WIS 32 (Sheridan Road) in the village of Mount Pleasant.
Schedule: May 2008 - November 2009
Length: 0.142 miles
Cost: $7 million
Type of work: Construct new railroad bridge and retaining walls over WIS 11 west of WIS 32.
Traffic impact: WIS 11 is closed from S. Memorial Drive to WIS 32. Signed detours on Chicory and DeKoven to S. Memorial Drive. WIS 32 (Sheridan Road) is open to traffic.

WIS 11 (State Street/Durand Avenue)
Location: Main Street to the Burlington Bypass
Schedule: May 2009 - November 2009
Length: 2.4 miles
Cost: $3 million
Type of work: From Main Street to Capital Street, the asphalt roadway will be milled and overlaid. From Capital Street to the Burlington Bypass, the pavement will be replaced and a new signal will be installed at the County W/Chapel Terrace intersection.
Traffic impact: WIS 11 is closed from Main Street to the Burlington Bypass. The detour will be signed on Main Street to the Burlington Bypass for through traffic. In the four-lane section of the roadway from Main Street to Larkspur Lane, construction will be staged so half the road is built at a time to allow one lane in each direction. Drivers are encouraged to watch for changing traffic patterns and motorists are advised to seek alternative routes when possible.

Walworth County

US 12
Location: Whitewater to Elkhorn Road  
Schedule: June 25 - October 2009
Length: 7 miles
Cost: $2.9 million
Type of work: Resurface
Traffic impact: Road open to local traffic only. Work is staged in two phases. The first stage runs from Cox. Road to County H. The detour route for US 12 eastbound starts at the intersection of WIS 59/US 12 and County P, heading south along County P to County A east, until reconnecting at US 12. The detour for US 12 westbound starts at US 12/County H, taking County H south, County A west, and then heading on County P north, reconnecting at County P and US 12. The second stage runs from County H to the intersection of County 20 and WIS 67. The detour for US 12 eastbound starts at intersection of US 20 and US 67/US 12, heading south along US 12/67, west on County A, and north on County H, reconnecting at County H and US 12. The detour for westbound US 12 starts at County H and US 12, heading south along County H, east on County A, reconnecting at County A and US 12. Stage 1 work is projected to finish in mid-August, then switching over to Stage 2.

WIS 67 (Wisconsin Street)
Location: Court Street to Lincoln Street, city of Elkhorn, Walworth County 
Schedule: Mid-April - August 21, 2009
Length: 0.72 miles
Cost: $2.0 million
Type of work: Reconstruct concrete pavement, curb and gutter, sidewalk, and install new storm sewer.
Traffic impact: WIS 67 will detour using Lincoln Street to Court Street, truck detour will detour using East Court Street to East Market Street. Side roads to businesses will remain open.

I-43
Location: Rock County line to US 12
Schedule: June 1 - October 15, 2009.
Length of project: 16 miles of I-43 and .5 mile on US 14
Cost: $8.5 million
Type of work: Concrete pavement diamond grinding; asphaltic shoulder milling; asphaltic shoulder pavement; County X and US 14 interchange ramp construction; one bridge deck removal and reconstruction;  bridge deck overlay and slope paving on five bridge decks.
Traffic impact:  I-43 will experience moving lane closures, with a minimum of one, 12-foot lane available in each direction at all times. County X and US 14 northbound and southbound ramps will only be closed alternatively during construction to allow reasonable access to I-43 at all times. Local road and bridge closures will be posted and implemented in approximate times and places:
Closures:

  • County O  bridge out from June 1 to August 24 (detoured via County X, County K and US 14).
  • Borg Road (Wright Street) bridge closed from August 17 to September 23.
  • Lawson School Road bridge closed from June 15 to July 17.
  • Old 89 (Peters Road) bridge closed from August 31 to October 8.
  • Ramps of County X and US 14 southbound and northbound will only be closed alternatively to maintain reasonable access to I-43 at all times.

Washington County

WIS 145
Location: US 41 to County P
Schedule: April - November 2009
Length: 1.089 miles
Cost: $8.2 million
Type of work: Reconstruct WIS 145 (Fond du Lac Avenue) from US 41 to County P, reconstruct freeway on-/off-ramps, re-deck WIS 145 bridges over both US 41 and US 45, and construct roundabouts at all ramp termini for US 41 and US 45, as well as at Cabela Way.
Traffic impact: WIS 145 will remain open to traffic at all times during staged construction. Drivers are encouraged to watch for changing traffic patterns. Single lanes on US 45 and US 41 will be closed to traffic during off-peak hours for bridge work.
All ramps on and off US 45 to WIS 145 are now open. Currently the northbound exit ramp from US 41 to WIS 145 and the southbound entrance ramp from WIS 145 to US 41 are closed and are expected to reopen by the end of July, depending on weather conditions. A detour is posted. For access to WIS 145 from northbound US 41 follow US 45 to WIS 145. For access to southbound US 41 from WIS 145 use southbound ramp at US 45 interchange.

WIS 83
Location: Union Street/Wilson Avenue to Main Street, city of Hartford
Schedule: April - October 30, 2009
Length: 0.8 miles
Cost: $1.8 million
Type of work: Reconstruct to concrete pavement with parking lane, curb and gutter and sidewalk.
Traffic impact: WIS 83 will detour through Wilson Avenue via WIS 60 to Union Street, keeping cross traffic at Fourth Street open.

WIS 83
Location: WIS 167 to Monroe Avenue (towns of Erin and Hartford, city of Hartford)
Schedule: August - September/October 2009
Length: 3.92 miles
Cost: $960,000
Type of work: Mill two inches of existing asphalt pavement and replace with two inches of asphalt pavement. Shape shoulders and replace beam guard.
Traffic impact: Roadway will be open during construction, but will be limited to a single lane with use of flagging during construction operations. This may cause some traffic delay.

WIS 144
Location: County NN to WIS 33
Schedule: May 26 - July 23, 2009
Length: 5.1 miles
Cost: $1.5 million
Type of work: Mill and resurface the existing roadway. Replace culvert pipes throughout the project. Upgrade the existing beam guard.
Traffic impact: The roadway will remain open to traffic. Work will be done under traffic with flagging operations.

Waukesha to Slinger Road (WIS 164)
Location: Intersection with County Q - Waukesha and Washington Counties
Schedule: June 1 - September 25, 2009
Length: 0.414 miles
Cost: $1.2 million
Type of work:  Intersection reconstruction, by converting the existing stop controlled intersection into a two- lane roundabout. 
Traffic impacts: Traffic impacts will be minimized by keeping the intersection open to traffic throughout the construction of the project. A minimum of 11-foot lanes will be maintained in all directions, except during non-peak hours, when flagging operations may occur. Delays should be expected.

Waukesha County

WIS 167 (Washington/Ozaukee counties)
Location: Mequon Road intersection with Wausaukee Road
Schedule: June 29 - November 25, 2009
Length: 0.50 miles
Cost: $1.5 million
Type of work: Intersection reconstruction, adding new traffic signals, left turn lanes, storm sewer, signs, pavement marking and landscaping (topsoil, seed and fertilizer).    
Traffic impacts: WIS 167 will remain open to traffic, the north and south sides will be built half at a time. Wausaukee Road will be closed periodically, first the north half and then the south half, each time for approximately six to eight weeks, with a local detour. Changeable message boards (CMSs) will notify the traveling public of upcoming closures of Wausaukee Road.

WIS 67
Location: WIS 67 intersection with County B/Valley Road
Schedule: June 29 - November 25, 2009
Length: 0.50 miles
Cost: $1.5 million
Type of work: Intersection reconstruction, modifying existing traffic signals, left turn lanes, storm sewer, signs, pavement marking and landscaping (topsoil, seed and fertilizer).    
Traffic impacts: WIS 67 will remain open to traffic, the east and west sides will be built half at a time. County B/Valley Road will be done in stages as well. Changeable message boards (CMSs) will notify the traveling public of stage changes.

WIS 59 (Greenfield Avenue)
Location: Barker Road to Baythorn Way
Schedule: August 2008 - July 2009
Length: 0.7 miles
Cost: $3.1 million estimated
Type of work: Complete roadway construction and adding one lane in each direction within project limits. Scope of work includes: grading, storm sewer, concrete sidewalk and curb and gutter, asphaltic concrete pavement and amenities.
Traffic impact: Traffic will be staged during construction. Greenfield Avenue will be open to traffic at all times. Minimum of one lane in each direction will be provided (12-feet wide) at all times. From May 22, 2009 through the completion of the project (estimated by June 30, 2009), westbound and east bound traffic will be restricted to one lane in each direction to use the newly constructed lanes on the road. Flaggers will be on site as necessary when it is impractical to provide one lane of traffic during the off-peak daylight hours. No proposed detour is in place.

I-94
Location: Intersection with Calhoun Road
Schedule: June 2, 2008 - July 31, 2009
Length: 0.2 miles
Cost: $6 million estimated
Type of work: Replace the existing I-94 bridges over Calhoun Road. Reconstruct I-94 pavement on either side of the new bridge. Project improvements include:

  • New overhead variable message sign for westbound I-94
  • New barrier wall
  • New signing/striping

Traffic impact: Three lanes of traffic in both directions on I-94 are being maintained by use of a median crossover. Regulatory speed limit has been reduced to 55 mph. Shoulders have been reduced to two and all lanes have been reduced to 11 feet. No off-peak closures scheduled this week.

Calhoun Road
Location: From Greenfield Avenue intersection to Bluemound Road intersection
Schedule: June 2, 2008 - August 16, 2009
Length: 1.3 miles
Cost: $6 million
Type of work: Convert existing Calhoun Road into a four lane divided roadway with curb and gutter and raised median. Project improvements include:

  • New bridges over Deer Creek
  • Installation of storm sewer, watermain, and sanitary sewer
  • New retaining walls
  • New sidewalk
  • New signing/striping

Traffic impact: Calhoun Road will be closed between Greenfield Avenue and Bluemound Road from April through August.

  • Side roads will also be restricted from access and egress to Calhoun Road during construction.
  • Residents and businesses along Calhoun Road, Elizabeth Drive, and Judith Lane will have access through the work zone.
  • Passage under I-94 will not be allowed. Therefore, residents south of I-94 must access from Greenfield Avenue and properties north of I-94 must access from Bluemound Road.
  • Turn lanes from Bluemound Road and Greenfield Avenue will be closed, and left turns restricted. Access will be restricted to right turn and through movements.

I-94
Location: County F interchange
Schedule: May 4 - August 2009
Length: bridge
Cost: $780,000
Type of work: Rehabilitate the two County F bridges crossing I-94 with a new concrete deck surface and minor improvements at the roadway bridge approaches. Existing traffic signals along County F at the interchange ramps will be replaced.
Traffic impact: During all of this bridge rehabilitation work:

  • The County F bridges crossing I-94 will remain open to two-way traffic, but with reduced lane widths and fewer lanes. Motorists traveling County F near I-94 are advised to use alternative routes via other nearby I-94 interchanges located west of County F at WIS 164 or east of County F at US 18.
  • Left turns from southbound County F onto eastbound and westbound I-94 will be prohibited.
  • Left turns from northbound County F onto westbound I-94 will be prohibited.
  • Right turn lanes from County F to the I-94 eastbound and westbound on-ramps will remain open to traffic.
  • Right turn lanes from the I-94 eastbound and westbound off-ramps to County F will remain open to traffic.
  • Intermittent lane closures along I-94 may occur for short periods during off-peak traffic hours.

During May-June 2009:

  • Left turn lanes from the I-94 eastbound and westbound off-ramps onto County F will remain open to traffic.
  • Temporary traffic signals will operate at the interchange’s two intersections.

Additional closures must be implemented during June and July through early fall 2009:

  • The County F bridges crossing I-94 will be reduced to one through lane in each direction.
  • Left turns from the westbound I-94 off-ramp to southbound County F will be prohibited.
  • Left turns from the eastbound I-94 off-ramp to northbound County F will be prohibited.

I-94
Location: County P interchange
Schedule: April 13 - June 15, 2009
Length: 2.254 miles
Cost: $2.0 million
Type of work: Pavement marking and finish landscaping; clean up from the project completed last year.
Traffic impact: I-94 will remain open to traffic with intermittent shoulder closures and off-peak lane closures. One eastbound lane may be closed between 9 a.m. and 2 p.m. Monday through Friday. One westbound lane may be closed between 9 a.m. to 3 p.m. Monday through Thursday and 9 a.m. through 2 p.m. on Friday.

I-43 (Rock Freeway)
Location: I-43 and County Y Interchange
Schedule: May 11 - November 2009
Length: 1.023 miles
Cost: $6.25 million
Type of work: Reconstruct County Y (Racine Avenue) from W. College Avenue to Julius Heil Drive, reconstruct freeway on-/off-ramps, re-deck County Y bridge over I-43, and replace existing traffic signals at ramp termini on County Y with roundabouts. Project being done in conjunction with the Waukesha County project along County Y from Julius Heil Drive to Pinewood Drive, including the County ES and County Y intersection.
Traffic impact: Interchange will be closed to through traffic, but open to local traffic. Closures will start at W. College Avenue. Northbound and southbound I-43 off-ramps will be closed for the duration of the project. Northbound I-43 on-ramp will be open to local and through traffic, except when being reconstructed. Southbound I-43 on-ramp will only be open to local traffic, except when being reconstructed. Local County Y traffic will always have one northbound and one southbound lane open at all times within project limits. Construction on County Y will be staged in order to maintain local traffic. I-43 will always be open to traffic. However, during non-peak hours and weekends single lane closures will take place. Detour route for WisDOT project will be WIS 164, Janesville Road (County L), and Moorland Road (County O). Detour route for Waukesha County project will be WIS 164, Lawnsdale Road (County I), National Avenue (County ES), and Moorland Rd (County O). 

Motorists should slow down, use caution and stay alert when driving through construction zones. To avoid delays, consider taking an alternative route and avoid peak travel periods. Before leaving home, check the following sources for information about work zones and detours:
