Northeast Region weekly construction update

July 3, 2009

The Wisconsin Department of Transportation (WisDOT) is providing a weekly update on road construction in Northeast Wisconsin, which includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago.

Construction-related traffic impact exists in the following locations. Closures listed are subject to change and are weather-dependent.

Brown County

WIS 172
Location: WIS 172 from US 41 to I-43
Schedule: September 2008 - September 2010
Length: 5.5 miles
Cost: $37 million 
Description: The project involves construction of temporary crossovers for traffic, construction of crash investigation sites, removal, replacement, widening, and overlay of bridge decks, concrete pavement repair, and complete resurfacing of east and westbound lanes. There will also be upgrades to lighting, traffic signals, storm sewer, and curb and gutter.
Traffic impact: Traffic on WIS 172 will be reduced to one lane eastbound and two lanes westbound between US 41 and Webster Avenue from February to August. The US 41 northbound – WIS 172 eastbound ramp, the Pilgrim Way (Oneida Street - Ashland Avenue) on- and off-ramps, the Riverside Drive – WIS 172 westbound ramp, and the south connector ramp between Riverside Drive and Webster Avenue will be closed from February to August. Traffic on WIS 172 will be reduced to one lane eastbound and one lane westbound between Webster Avenue and I-43 from late March to August. The posted speed limit of 65 mph will also be reduced to 55 mph in this area. County AAA (Oneida Street) will be opened to traffic underneath WIS 172. Traffic on WIS 32 (Ashland Avenue) and WIS 57 (Riverside Drive) may be reduced to one lane in each direction during work operations and may be temporarily stopped with flaggers for short intervals. Traffic on County H (Broadway Street) may be reduced to one lane during work operations and may be temporarily stopped with flaggers for short intervals. The Fox River State Recreational Trail and the Ashwaubomay River Trail will remain open during construction, except for a few days when work is directly overhead. Trail users are advised to use caution near the construction site and watch for crossing trucks. Traffic impacts will be significant and motorists are strongly urged to use alternate routes. Alternate route signing is provided along US 41 and I-43.

US 41 – Storm water detention ponds
Location: US 41 from Scheuring Road (County F) to Main Avenue (County G)
Schedule: April - July 2009
Length: N/A
Cost: $1.0 million
Description: The project involves building three storm water detention ponds and placing storm sewer on Lawrence Drive.
Traffic impact: Lawrence Drive has the northbound lane closed from Scheuring Road (County F) to Main Avenue (County G). Northbound traffic is detoured south on Lawrence Drive to Scheuring Road (County F), west on Scheuring Road (County F) to US 41, north on US 41 to Main Avenue (County G), and east on Main Avenue (County G). Southbound Lawrence Drive will remain open providing access to businesses. Southbound traffic on Lawrence Drive can expect to encounter flagging operations where crews are working during various times throughout the project. The left shoulder on the exit ramp from northbound US 41 to Main Avenue will be closed for a short period while crews work in the area.

Lawrence Drive – De Pere
Location: Lawrence Drive from Scheuring Road (County F) to Main Avenue (County G)
Schedule: April - August 2009
Length: 1.6 miles
Cost: $1.6 million
Description: The project involves reconstruction of Lawrence Drive. Lawrence Drive will expand to a four lane concrete section. The project also involves grading, storm sewer, curb and gutter, and pavement marking.
Traffic impact: Lawrence Drive has the northbound lane closed from Scheuring Road (County F) to Main Avenue (County G). Northbound traffic is detoured south on Lawrence Drive to Scheuring Road (County F), west on Scheuring Road (County F) to US 41, north on US 41 to Main Avenue (County G), and east on Main Avenue (County G). Southbound Lawrence Drive will remain open providing access to businesses. Southbound traffic on Lawrence Drive can expect to encounter flagging operations where crews are working during various times throughout the project. Periodic lane closures will be in effect on eastbound Main Avenue. Periodic flagging operations will also be in effect on southbound Lawrence Drive. Lawrence Drive will remain closed to northbound traffic.

Calumet County

US 10 and WIS 55
Location: Intersection of US 10 and WIS 55
Schedule: June - September 2009
Length: 0.6 Miles
Cost: $1.5 million
Description: This project involves the reconstruction of the intersection to a roundabout. Project includes earthwork, two new box culverts, one box culvert extension, curb and gutter, asphalt paving, signing, lighting, storm sewer, and landscaping.
Traffic impact: US 10 and WIS 55 is closed to traffic and detoured. US 10 is closed from State Park Road to Peters Road. US 10 detour is via WIS 114 and WIS 32/ WIS 57. WIS 55 is closed from Schaefer Road to Manitowoc Road. WIS 55 detour is via WIS 114, County N, and County CE. All-way stops are located at State Park Road and WIS 114, and also County N and WIS 114 along the detour route.

Door County

Michigan Street bridge
Location: Sturgeon Bay
Schedule: June 2009 - October 2010
Length: 1,390 feet
Cost: $18.4 million
Description: The contract work includes structural rehabilitation of the fixed and movable steel through truss spans; replacement of the machinery, controls, electrical system, lighting and fender system.
Traffic impact: The bridge is closed to all road traffic during this project. Mariners are advised that one of the movable leaves will be lowered periodically next week to allow portions of the deck to be removed between the hours of 6 a.m. to 4:30 p.m., Monday through Thursday. One leaf will be in the up position at all times to allow passage of recreational vessels. The United States Coast Guard (USCG) has granted permission for this activity to occur from June 18 to July 10, 2009. Vessels requiring a full opening of the bridge are required to provide at least two hours advance notification by calling the project foreman at (906) 458-2105 or (715) 572-6295.

WIS 42
Location: Egg Harbor – Fish Creek
Schedule: April 27 - July 2009
Length: 6.5 miles
Cost: $2,148,491
Description: The work includes: Milling, hot mix asphalt pavement, base course, concrete curb and gutter, concrete sidewalk, permanent signing, pavement marking, as well as other incidental items.
Traffic impact: All operations for the remainder of the project should be carried out off of the roadway, or utilize a closed shoulder only. Traffic disturbances should be minimal.

WIS 57
Location: WIS 57, Mid-junction WIS 42 – County P/ Summit Rd – County Q
Schedule: April 27 - July 2009
Length: 3.16/1.53 miles
Cost: $1.98 million
Description: This project involves the resurfacing of WIS 57. The work consists of asphaltic surface milling, base aggregate dense, hot mix asphalt pavement, permanent signing, pavement marking, and steel plate beam guard on both projects. Storm sewer removal and replacement and concrete curb and gutter will take place in the town of Baileys Harbor.
Traffic impact: All permanent warning signs will be removed and temporary signing will be used as needed. Traffic impact will be low.

Fond du Lac County

Lake Maria Road bridge and approaches
Location: Lake Maria Road, town of Alto, Fond du Lac County, 1,000 feet west of Oak Grove Road.
Schedule: July 1 - September, 2009
Length: 0.08 miles
Cost: $200,000
Description: The work shall consist of removing and replacing the existing bridge, replacing the asphalt approaches to the bridge and incidental items.
Traffic impact: Lake Maria Road will remain closed to through traffic but open to local traffic 1,000 feet west of Oak Grove Road. There is no detour route for the project.

US 151
Location: County WH - North Fond du Lac County line
Schedule: May - October 2009
Length: 9 miles
Cost: $7.35 million
Description: Intersection improvements, lane widening, one new bridge, two new culverts, and improved roadway profile.
Traffic impact: US 151 was closed Tuesday, May 26. There is a posted detour from County WH in the town of Peebles to County G to US 151 in the town of Chilton. The existing box culvert south of County W was removed on June 10. Resident access into the town of Pipe will be from County W. Structure C-20-40 has been completed and US 151 south of County W has been reopened to emergency response services. Structure C-20-41, south of Calumetville, will be started on June 25. Local residents and emergence response services are to use alternate routes for US 151.

US 41
Location: US 151 to County OO
Schedule: April 2008 - August 2009
Length: 6.2 miles
Cost: $26.3 million
Description: The project involves asphaltic milling and resurfacing, drainage rehabilitation, the installation of a median cable guard system, and replacement of the US 41/WIS 23 interchange.
Traffic impact: US 41 impact is not expected as there are no daytime lane closures. County OO traffic may be affected since traffic will be switched to the eastbound and westbound outside lanes and the bridge will be closed between the east and west frontage roads on Monday and Tuesday evening. US 41 traffic will be routed to the ramps at County OO. No closures are allowed during Country USA, June 24 through June 29.

  • Northbound US 41:
    • Night lane closures will continue north of County OOO to south of Townline from 6 p.m. to 6 a.m. each evening beginning Monday, July 6 through Thursday, July 9.
  • Southbound US 41:
    • Night lane closers will continue south of Townline to north of County OOO from 6 p.m. to 6 a.m. each evening beginning Monday, July 6 through Thursday, July 9.

US 41
Location: WIS 175 to US 151
Schedule: August 2008 - November 2009
Length: 1.1 miles
Cost: $21.0 million
Description: The project involves the reconstruction of the US 41/Hickory Street interchange, the reconstruction of the CN & FVW RR bridge over US 41, the reconstruction of the Hickory Street bridge over US 41, the construction of a pedestrian bridge over US 41 for the Wild Goose State Trail, the reconstruction of the Hickory Street/Rolling Meadows intersection, and the construction and realignment of several railroad tracks in the immediate vicinity.
Traffic impact: Motorists should anticipate backups on US 41 and are advised to consider alternate routes. All ramps at the Hickory Street interchange will remain closed for the duration of the project. Hickory Street will remain closed to through traffic between Pioneer Road and Rolling Meadows Drive during construction and will remain closed until the new bridge and approaches are completed. A detour route is in place using Pioneer Road to Military Road to Rolling Meadows Drive. Normal weekly lane closures are in effect for construction purposes Monday through Friday. All work is dependent on weather conditions and subject to change.
Local detour: While work is being completed at the Hickory Street intersection with Rolling Meadows Drive (Kohlman Road) it is best to avoid that intersection. A local detour is in place using Trowbridge Drive and Willow Lawn Road. Please use the local detour to avoid the construction work.
Ramp closure: The northbound off ramp from US 41 to Military Road will be closed on Monday, June 29 starting at 7:30 p.m. The closure is necessary to install a cantilevered sign bridge over the ramp. The installation will be completed prior to 6 a.m. on June 30. No detour will be provided. To access Military Road from northbound US 41, exit at Johnson Street (WIS 23) and take the east frontage road (Pioneer Road) or the west frontage road (Rolling Meadows Drive) southbound to Military Road. The ramp closure is weather dependent.

Kewanee County

No state construction projects currently in progress.

Manitowoc County

WIS 310
Location: WIS 310 from a mile east of I-43 ramps to the west corporate limits of the city of Two Rivers.
Schedule: July - October 2009
Length: 6.14 miles
Cost: $3.94 million
Description: This project includes a mill and overlay of the existing pavement over a 6.1 mile section of WIS 310 and the construction of roundabouts at County R, County Q, and County B. Work includes grading, asphaltic concrete paving including a bicycle trail, concrete curb and gutter, stamped colored concrete sidewalk, storm sewer, cross drains, culverts, intersection roadway lighting, pavement marking, signing, landscaping, erosion control, and traffic control.
Traffic impact:

  • WIS 310 will be closed to through traffic beginning July 6 through October 30, 2009. Detours will be in place for eastbound and westbound traffic on WIS 310. Access to all abutting properties along WIS 310 will be maintained.
  • Emergency officials will be informed of appropriate routes to provide emergency services and emergency vehicles will have access at all times during the construction.
  • The intersection of WIS 310 at County Q will be closed to through traffic beginning July 6, 2009. Detours will be in place for northbound and southbound traffic on County Q. Access to all abutting properties along County Q will be maintained.

Valley Drive bridge
Location: Valley Drive from Victoria Drive to Valley Circle
Schedule: July - October 2009
Length: 0.04 Miles
Cost: $189,000
Description: The project involves reconstructing the Valley Drive bridge and approaches, which includes replacement of Valley Drive bridge, grading, base aggregate dense, hot mix asphalt pavement, and erosion control.
Traffic impact: Valley Drive will be reduced to a single lane of traffic.

WIS 67
Location: WIS 32/WIS 57 to County AA
Schedule: June to October 2009
Length: 0.9 Miles
Cost: $2.7 million
Description: The project involves construction of two roundabouts, an intersection reconstruction, reconstruction of the WIS 67 roadway with milling, hot mix asphalt overlay, grading, base aggregate dense, hot mix asphalt pavement, curb and gutter, storm sewer, permanent lighting, and erosion control.
Traffic impact: Beginning Tuesday, July 7, WIS 67 traffic will be detoured along Fremont Street, First Street, and WIS 32/57. Rockville Road will be closed; access will be maintained via Cemetery Road. WIS 32/57 traffic will be shifted to the south of the WIS 67 intersection via bypass lanes. There are sidewalk closures at the WIS 32/57, County AA, and Fremont Street intersections.

Marinette County

US 8
Location: Pembine to the north junction of US 141
Schedule: May 27 - September 4, 2009 (tentative)
Length: 8.1 miles
Cost: $4.5 million
Description: The project involves rehabilitating US 8 from County R to the north junction with US 141. Work consists of concrete rubblization, asphalt overlay, the addition of northbound and southbound passing lanes, and intersection improvements.
Traffic impact: Periodic lane closures with flag persons during daytime hours. Morgan Park Road will be closed.

US 41
  US 41 expansion, Marinette & Oconto counties (Oconto to Peshtigo)
Location: County Y south of Peshtigo to Haynes Road north of Peshtigo
Schedule: July 2008 - November 2009
Length: 3.63 miles
Cost: $19.5 million
Description: Grading, base aggregate, marsh excavation, concrete and asphalt pavements, and four structures - two over the Sault Ste. Marie / Canadian National railroad, and two over Schacht Road, permanent signing and marking, and all incidental items to complete the project.
Traffic impact: Traffic control has lane closures and traffic narrowed to one lane in each direction on US 41 north of Peshtigo. The Stage 4 traffic switch has been implemented, which has southbound US 41 traffic routed onto the ramp to Schacht Road, on Schacht through the roundabout to Maple Street, and then to existing US 41 at Old Peshtigo Road. Northbound US 41 traffic is directed onto the new pavement at Old Peshtigo Road to Maple Street, through the roundabout to Schacht Road and the interchange ramp northbound to US 41. The crossing of equipment at the structures at Schacht Road will impact northbound traffic; this hauling will be intermittent and scheduled to last until the middle of July. This traffic pattern will be in effect until construction allows opening of the US 41 roadway south of Peshtigo. Haynes Road is closed between US 41 and Old Peshtigo Road, as is Schacht Road at US 41. All other side roads are open to traffic during construction. Schacht Road from the north of the project will have access to US 41 via the existing north frontage road. Old Peshtigo Road has been re-opened to through traffic and Schacht Road is now closed to through traffic at the Old Peshtigo Road intersection for the duration of borrow hauling, which may continue for three to four months.

US 41, South Peshtigo bypass
  US 41 expansion, Marinette & Oconto counties (Oconto to Peshtigo)
Location: County Y near Peshtigo to Schacht Road in Peshtigo
Schedule: June 2008 - November 2009 
Length: 3.9 miles
Cost: $26.5 million
Description: This project widens US 41 to four lanes with restricted access while bypassing the city of Peshtigo. Project includes earthwork, ten structures, concrete and asphalt paving, signing, and striping.
Traffic impact: Traffic will be maintained in its current configuration on existing US 41. Hale Road will be closed from approximately 600 feet south of Price Lane to approximately one third mile north of Price Lane until the end of June. Old Cedar Way is closed and traffic will be diverted onto Dolan Avenue. On July 13, County Y will be closed from approximately one third of a mile south of the intersection of US 41 and County Y to the intersection of US 41 and County Y. The detour for this closure is east on County A to County Y for traffic heading south. Traffic heading north on County Y will be detoured west on County A to US 41 north to County Y.

Oconto County

US 41 North Oconto bypass
  US 41 expansion, Marinette & Oconto counties (Oconto to Peshtigo)
Location: Mill Street, city of Oconto to County S
Schedule: May 2008 - August 2009
Length: 3.3 miles
Cost: $15.3 million
Description: This project constructs US 41 to four lanes with restricted access on a new alignment west of the city of Oconto. Project includes earthwork, five bridges, five box culverts, storm sewer, and wetland mitigation.
Traffic impact: WIS 22 is closed to traffic under the US 41 Oconto bypass paving project.

US 41 Oconto bypass paving
Location: Frog Pond Road to County S
Schedule: April - November 2009
Length: 5.1 miles
Cost: $12.3 million
Description: This project completes the paving portion of US 41 for the city of Oconto bypass and upgrades three quarters of a mile of WIS 22 to an urban cross section. Work along US 41 includes earthwork, base aggregate hot mix asphalt pavement shoulders, and concrete pavement. Work along WIS 22 includes earthwork, storm sewer, base aggregate, concrete curb and gutter, roundabout construction, and landscaping.
Traffic impact: US 41 is reduced to one lane in each direction just south and north of the city of Oconto. WIS 22 is closed to through traffic from Elmgrove School Road to Cook Avenue. Local traffic will be maintained to access businesses. The detour route for WIS 22 goes south on US 141, north on US 41, then back to WIS 22. This closure will be in place until late September 2009.

Outagamie County

US 41
Location: WIS 15 to County J
Schedule: April - November 2009
Length: 12.3 miles
Cost: $21.9 million  
Description: The project will resurface US 41, add auxiliary lanes between Ballard Road and WIS 441, add acceleration and deceleration lanes at the WIS 47 on- and off-ramps, widen shoulders and flatten ditch slopes, install steel cable guard along the median, concrete base patching, construct a concrete barrier wall along the ramp connecting northbound WIS 441 to southbound US 41, raise bridges over US 41 at Capitol Drive, Vandenbroek Road, and Buchanan Road, and rehabilitate the US 41 bridges over WIS 55 and Maloney Road.
Traffic impact: Buchanan Road and Vandenbroek Road over US 41 are closed. Local motorists should find alternate routes. There will be daytime flagging of traffic along Capitol Drive at the bridge over US 41 early in the week. Nightly lane closures along US 41 will continue. There may be daytime shoulder closures along US 41 for work on beam guard. Motorists should anticipate backups on US 41 and are advised to consider alternate routes. Motorists are reminded that the speed limit within lane closures is 55 mph and are advised to remain alert and use caution when driving through this or any work zone.
Lane closures: There will be nightly lane closures along US 41 for asphalt paving and grading. The right lane on the ramp from northbound WIS 441 to southbound US 41 remains closed. 

College Avenue roadway
Location: College Avenue between Drew Street and Matthias Street (excluding the bridge).
Schedule: May - October 2009
Cost: $3.5 million
Description: The project involves reconstruction of existing College Avenue including grading, storm sewer, base aggregate, concrete pavement, concrete driveways and sidewalk, landscaping, pavement marking, signing, lighting, and incidentals.
Traffic impact: East of the roundabout; College Avenue is closed to through traffic from John Street/Walter Avenue east to Matthias Street. At least two of the following four key side roads will be open across College Avenue to one lane of traffic at all times: Telulah Avenue, Weimar Street, Buchanan Street, and Matthias Street. Expect local access at side roads to be closed when paving operations are progressing. For all paving operations east of the roundabout, Telulah Avenue will remain open to one lane of traffic in each direction. Buchanan Street will remain open to one lane of cross traffic, until Matthias Street is re-opened. Due to the paving operations, the east project limits on College Avenue just east of Matthias Street will be closed as well.
At the roundabout; John Street from College Avenue to about 300 feet north of South River Street will close to traffic. Walter Avenue from College Avenue north to East Gunn Street will also close. Both roads will be closed until roundabout construction is complete. Banta Court is also closed during this period.
West of the bridge: College Avenue from Drew Street to Meade Street will be restricted to one lane of traffic in each direction on the south side of the road. College Avenue from Meade Street east to Alton Court will be closed to through traffic. All dates are anticipated and will be affected by weather conditions.

College Avenue bridge and approaches
Location: College Avenue between Rankin Street and John Street/Walter Avenue
Schedule: August 2008 - November 2009
Cost: $16.1 million
Description: The project involves replacement of the College Avenue bridge and approaches and the Banta Court bridge and approaches. Work consists of grading, base aggregate, storm sewer, concrete pavement, pavement marking, signing, lighting, landscape planting, retaining wall, and two bridges.
Traffic impact: College Avenue is closed from Rankin Street to John Street/Walter Avenue. The signed detour is via WIS 47, County OO, and WIS 441. Banta Court is closed west of the Banta Bowl parking lot.

Sheboygan County

I-43
Location: I-43, South County Line – WIS 42
Schedule: July 6, 2009 - July 16, 2010
Cost: $16.0 million
Description: This project involves bridge deck repair and overlay, asphaltic surface milling, hot mix asphalt pavement, beam guard, concrete base patching, ramp closure gates, law enforcement pads, and all incidentals to complete the project.
Traffic impacts: Traffic will be reduced to one lane in the northbound lanes in two areas. The first will be from County AA – Wilson-Lima Road and the second from County EE to WIS 42. The northbound collector/distributor from I-43 to WIS 23 westbound will be closed to complete the work on the bridge over WIS 23. On WIS 23, both eastbound and westbound, over Taylor Drive in Sheboygan, there will be single lane closures to complete the asbestos abatement work required. This is planned for Wednesday of this week.

Indiana Avenue, city of Sheboygan
Location: South 17th Street – South 14th Street
Schedule: May 11 - September 25, 2009
Length: 0.276 miles
Cost: $ 1.24 million
Description: Project involves grading, base aggregate, concrete pavement, concrete curb and gutter, lighting, concrete sidewalk, storm sewer, tree planting, pavement marking, and incidentals to complete the work.
Traffic impact: Indiana Ave will be closed to through traffic. South 14th Street and South 17th Street are open to cross traffic. Pedestrian access maintained to all businesses and residences. Traffic maintained to West Side Bakery for delivery vans. Local detour will be posted using South Taylor Drive and New Jersey Avenue.

Superior Avenue
Location: City of Sheboygan, I-43 to Taylor Drive
Schedule: August 2008 - June 2009
Length: 0.75 miles
Cost: $1,200,000
Description: Project involves removing pavement, grading, base course, storm sewer, bike path, driveways, curb and gutter, asphalt pavement, traffic control, and pavement marking.
Traffic impact: None

WIS 42
Location: WIS 42, 40th Street - Pigeon River Bridge
Schedule: March - November 2009
Length: 3.7 miles
Cost: $4.4 million
Description: Project involves resurfacing the asphalt pavement, constructing two roundabouts, at County Y and at County JJ, storm sewer, curb and gutter concrete sidewalk landscape planting, street lighting and incidentals to complete the work.
Traffic impact: WIS 42 is closed from Vanguard Drive to the Pigeon River Bridge. A signed detour route is marked. The detour for southbound traffic will begin at the intersection of WIS 42 and WIS 32 in Howards Grove. Traffic will travel south on WIS 32 to WIS 23, then east on WIS 23 to I-43 and north on I-43 to WIS 42. The detour for northbound traffic will begin at the ramps of I-43. Traffic will travel south on I-43 to WIS 23, west on WIS 23 to WIS 32, then north on WIS 32 to WIS 42.

Winnebago County

County Line Road bridge and approaches
Location: County Line Road, Winnebago County - the structure over Van Dyne Creek.
Schedule: June - July 2009
Length: 0.06 miles
Cost: $196,000
Description: The work under this contract shall consist of grading, base aggregate, asphaltic surface, beam guard, energy absorbing terminals, Structure B-70-280 and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract.
Traffic impact: County Line Road will remain closed to through traffic but open to local traffic. There is no detour route for the project.

Koelpin Road bridge and approaches
Location: Koelpin Road, Winnebago County - the structure over Yellow Harbor Creek.
Schedule: May 18 - July 2009
Length: 0.098 miles
Cost: $278,000
Description: The work under this contract shall consist of grading, base aggregate, asphaltic surface, beam guard, energy absorbing terminals, structure B-70-281, and all incidental items necessary to complete the work.
Traffic impact: Koelpin Road will remain closed to through traffic but open to local traffic. There is no detour route for the project.

WIS 114
Location: WIS 114 (Third Street) in the city of Menasha from Tayco Street to Racine Street and Racine Street to Manitowoc Street.
Schedule: May 18 - September 2009
Length: 0.77 miles
Cost: $2.2 million
Description: This project consists of the reconstruction of storm sewer, grading, base aggregate, concrete pavement, sidewalk, curb and gutter, and traffic signals.
Traffic impact: WIS 114 (Third Street) will be closed to through traffic from Tayco Street to 200 feet east of Manitowoc Street for the duration of the project. Motorists are advised that access to businesses in the closed area will be provided at all times. Racine Street and DePere Street will remain open across Third Street during the project. All other roads crossing Third Street from Tayco Street to Manitowoc Street will be closed. A signed detour is provided consisting of US 41 to US 10/WIS 441 to US 10. The closure and detour are currently in effect due to utility construction being performed for the city of Menasha. The closure and detour will remain in effect until late September.

Location: WIS 76 to County A and the intersection of WIS 76 and County Y
Schedule: April 13 - September 19, 2009
Length: 1.2 miles
Cost: $2.8 million
Description: This reconstruction project consists of storm sewer, sanitary sewer, water main, grading, base aggregate, curb and gutter, concrete pavement, asphalt pavement, and traffic signals. This reconstruction project will be completed in three phases.
Traffic impact: County Y will be closed to through traffic for all four phases of construction. One lane one-way eastbound local traffic will be maintained during Phase 1 and 2. Phase 3 construction scheduled to begin July 1 will consist of the north half (westbound lane) of County Y west of WIS 76. Two-way traffic on County Y west of WIS 76 will be maintained on the southern half of the roadway after the existing lane has been widened. No additional detour route will be provided for Phase 3. Phase 3 work will be completed concurrently with Phases 1 and 2. County Y will be detoured for the entire project. The detour route for all phases is WIS 76 to Snell Road to County A.

Motorists should slow down, use caution and stay alert when driving through construction zones. To avoid delays, consider taking an alternative route and avoid peak travel periods. Before leaving home, check the following sources for information about work zones and detours:
