Environmental policy

The National Environmental Policy Act (NEPA) became effective January 1, 1970. The law requires that all federal agencies have a detailed environmental study prepared for every recommendation affecting the quality of the human environment. The Federal Highway Administration (FHWA) is required to prepare an environmental document for proposals funded under its authority.

The environmental document includes the following:

  • Summary
  • Purpose and need
  • Alternatives analysis
  • Affected environmental discussion
  • Environmental consequences discussion
  • List of preparers
  • Comments and coordination with other agencies

Project background

In April 2002, WisDOT's Bureau of Aeronautics, Bureau of Environment and the Federal Highway Administration published a Preliminary Environmental Assessment (PEA) documenting a range of alternatives and their impacts for expanding the West Bend Municipal Airport and relocation of an adjacent section of WIS 33.

The preferred concept plan as presented in the PEA included the following key features:

  • Extending the existing secondary runway by 2,600 feet to the northeast using the "C/D hybrid alternative" rotating the runway alignment clockwise from its present location. The proposed new runway would be 5,500 feet long.
  • Constructing a parallel taxiway, aircraft hangar area and parking apron, access road and other supporting facilities.
  • Reconstructing WIS 33 to a four-lane highway from Trenton Road to approximately 3/4 mile east of Oak Road. The majority of the proposed reconstructed highway would be on a new location approximately 1,400 feet north of its present location.

Study update

In order to address issues raised at the public hearing, comments received on the PEA, and to conclude the environmental process, WisDOT authorized a more detailed engineering/environmental study led by MSA Professional Services, a Madison engineering firm.

The study includes the following key tasks:

  • Evaluate wetlands by the amount, type and quality of affected wetlands.
  • Prepare a more detailed airport layout plan to refine impact calculations and to assist in evaluating ways to minimize adverse impacts.
  • Evaluate roadway cross sections, alignment refinements, access features, drainage and other aspects associated with relocating WIS 33.

WisDOT will also continue to review and address public and agency comments. The results of these efforts will be concluded in the project's final environmental document.
