Community sensitive design in an urban corridor

East Washington Avenue will be reconstructed from Blair Street to Thierer Road from 2004 to 2009. The 4.5-mile project is a joint effort between the city of Madison and the Wisconsin Department of Transportation.

This project is highly significant to the well being of the Madison downtown area. The recommended plan is to transform East Washington Avenue into a gateway-type street. The project includes the following improvements:

  • Existing pavement will be replaced and bike lanes will be added.
  • Existing bridges will be rebuilt and architectural details will be added to compliment the capitol building.
  • Median landscaping will be replaced and new terrace trees will be installed.
  • Special light fixtures will be installed along the length of the project.
  • Pedestrian crossings will be enhanced in several ways. Median noses will be widened to a minimum of eight feet, providing pedestrian refuge areas. The curb line will be "bulbed out" on many side streets to make the crossing shorter and the handicap ramp less steep. Pedestrian islands will be provided at key high volume intersections. Signal timing will be adjusted to provide pedestrians adequate crossing time. Overall, crosswalks along the corridor will be highlighted with special marking in the travel lanes and colored textured concrete in sidewalks and medians to better alert drivers to the presence of pedestrians.
  • Reconstruction of WIS 113 from East Johnson Street, as well as the WIS 30 interchange, will be included in the project.
  • Storm sewer, sanitary sewer and water mains will be reconstructed in some areas.
