Late 2003 through 2007: Real estate activities occur.

March 2004 through spring 2007: Final design work completed on east project.

Spring 2006 to fall 2008: Construction of the first contract of the east project began in the spring of 2006. This work consisted of grading a majority of the 5.7 miles of mainline bypass on the east project as well as the reconstruction of three side roads. Work on the following side roads was completed in 2006/2007 as part of the first contract on the east project:

  • WIS 142 - About .7 miles of WIS 142 and 400 feet of Mount Tom Road was reconstructed from spring to fall of 2006. Only the top lift of the asphalt pavement and final landscaping remains to be completed and will be done as part of the third contract on the east project. WIS 142 was reopened to traffic in the fall of 2006. The ramps connecting WIS 142 to the bypass were graded in 2006 and will be paved in 2008 as part of the third contract for the east project. The ramps will remain closed until completion of the third contract in fall 2008. Access to the bypass will be provided via an interchange with WIS 142 going over the bypass. Traffic on the ramps will be required to stop at the WIS 142 and bypass intersections. No median openings will be provided on the bypass at these locations.
  • WIS 11 - About 1 mile of WIS 11 was reconstructed from spring to fall of 2007. Only the top lift of the asphalt pavement and final landscaping remains to be completed and will be done as part of the third contract on the east project. Access to the bypass will be provided via an at-grade intersection with traffic signals. Access to the bypass will remain closed until completion of the third contract in fall 2008. Traffic was detoured to WIS 142 during construction.
  • County A - About .6 miles of County A, 200 feet of Old County A and 200 feet of River Road was reconstructed from spring to fall of 2006. Only the top lift of the asphalt pavement and final landscaping remains to be completed and will be done as part of the third contract on the east project. County A was reopened to traffic in the fall of 2006. The northwest ramp connecting County A to the bypass was graded in 2006 and will be paved in 2008 as part of the third contract for the east project. An additional ramp connecting County A to the bypass in the southeast quadrant of the interchange will be graded in 2007 and 2008 and will be paved in 2008 as part of the third contract for the east project. The ramps will remain closed until completion of the third contract in fall 2008. Access to the bypass will be provided via an interchange with County A going over the bypass. Traffic on the ramps will be required to stop at the County A and bypass intersections. No median openings will be provided on the bypass at these locations.

Fall 2006 to fall 2007: Construction of the WIS 36/83/bypass interchange as well as the Fox River bridges (north) and Fox River bridges (south) began in the fall of 2006 as part of the second contract on the east project. Construction of the WIS 36/83/bypass interchange will be completed by fall of 2007; however, access to the bypass will remain closed until completion of the third contract in fall 2008. Construction of the Fox River bridges (north) and Fox River bridges (south) will be completed by late summer of 2007. Work on the following side roads will also occur as part of the east project:

  • WIS 36/83 - Access to the bypass will be provided via a free-flowing interchange. Northbound WIS 36/83 traffic will go over the bypass and merge with northbound bypass traffic in a free-flow movement. Southbound WIS 36/83 traffic will exit the bypass via a free-flow ramp and become the southbound lanes of WIS 36/83 heading into the city of Burlington. A short loop ramp will be provided to bring northbound WIS 36/83 traffic to the southbound bypass. No access will be provided for northbound bypass traffic to southbound WIS 36/83. WIS 36/83 remained open to traffic through the construction, but was reduced to one lane in each direction.

Fall 2007 to fall 2008: The third and final contract of the east project will begin in the fall of 2007 with the placement of embankments for the Brever and Ketterhagen Road overpasses. The majority of work for the third contract will take place in 2008. The work will consist of paving and completion of the mainline bypass as well as the construction of the following side roads:

  • WIS 83 - About .5 miles of WIS 83 will be reconstructed from spring to fall of 2008. WIS 83 will be open to traffic by early summer 2008 from Hidden Creek Lane to the north. The remainder of WIS 83 will remain closed until project completion in fall of 2008. Access to the bypass will be provided via an at-grade intersection with traffic signals. Traffic will be detoured to County P during construction.
  • WIS 142 ramps – The WIS 142 ramps will be paved and completed by fall of 2008. Access to the bypass will be opened upon completion of the east project.
  • Yahnke Road – WIS 83 / Yahnke Road intersection will be removed as part of the third contract of the east project. Access to the bypass will be provided via an at-grade intersection without traffic signals about .5 miles west of WIS 83. This work will be preformed under the first contract of the west project. Yahnke Road access to WIS 83 will be maintained until completion of the west project.
  • Brever Road - About .4 miles of Brever Road will be reconstructed from fall 2007 through summer of 2008. Access to the bypass will not be provided. An overpass will be constructed to carry Brever Road traffic over the bypass.
  • Ketterhagen Road - About .4 miles of Ketterhagen Road will be reconstructed from fall 2007 through summer of 2008. Access to the bypass will not be provided. An overpass will be constructed to carry Ketterhagen Road traffic over the bypass.
  • County A ramps – The WIS 142 ramps will be paved and completed by fall of 2008. Access to the bypass will be opened at the completion of the east project.

Fall 2008: Burlington Bypass east project completed and open to traffic from WIS 83 to WIS 36/83.

Summer 2006 through spring 2009: Final design work completed on west project.

January 2008 to summer 2009: Construction of the first contract of the west project will begin in January of 2008. Work will consist of grading 2.9 miles of the total 5.2 miles of mainline bypass on the west project. The mainline bypass will be graded from .4 miles west of Spring Valley Road to WIS 83. Bridges will be constructed over Spring Brook and the JW Peters Quarry Conveyor. Two side roads will be reconstructed as part of the first contract as well. Work on the following side roads will begin in the spring of 2008 and will be completed by the fall of 2008 as part of the first contract on the west project:

  • WIS 36 southeast ramp – Grading for the WIS 36 southeast ramp will begin in the spring of 2008 to provide access for construction. The grading of the ramp will be completed along with the grading of the WIS 36 / Bypass interchange in the second contract of the west project.
  • Spring Valley Road - About .4 miles of Spring Valley Road will be reconstructed. Access to the bypass will not be provided. An overpass will be constructed to carry Spring Valley Road traffic over the bypass. Spring Valley Road will be open to traffic by fall of 2008.
  • JW Peters Conveyor Access Road – The JW Peters Conveyor and access road will be reconstructed with a lower profile to provide for two overpass structures to carry bypass traffic over the conveyor. The reconstruction of the conveyor and access road will begin in January of 2008 and be completed by summer of 2008. Work on the overpass structures will continue until fall.
  • County P southwest ramp – Grading for the County P southwest ramp will begin in the spring of 2008 to provide access for construction. The grading of the ramp will be completed along with the grading of the County P / bypass interchange in the second contract of the west project.
  • Yahnke Road - About .2 miles of the Yahnke Road Spur will be constructed on new alignment, connecting existing Yahnke Road to the bypass. This work will begin in the spring of 2008 and will be completed in the fall of 2008. Ultimately, access to the bypass will be provided via the Yahnke Road Spur after completion of the west project. In the interim existing access to WIS 83 will be maintained throughout construction of the west project.

Spring 2009 to summer 2010: Construction of the second contract of the west project will begin in the spring of 2009. This work will consist of grading an additional .8 miles of the total 5.2 miles of mainline bypass on the west project. The mainline bypass will be graded from just south of existing WIS 11 to just north of WIS 36. Bridges will be constructed over the White River. Two side roads will be reconstructed as part of the second contract as well. Work on the following side roads will begin in the spring of 2009 and will be completed by late fall as part of the first contract on the west project:

  • WIS 36 - About .9 miles of WIS 36 will be reconstructed. An interchange will be constructed to allow WIS 36 traffic to pass over the bypass yet connect to it via a single ramp. The ramp will be paved in the third contract of the west project. Traffic on the ramp will be required to stop at the WIS 36 intersection but at the bypass there will be an at-grade intersection with traffic signals. A median opening will be provided on the bypass at this intersection. Traffic will be detoured to WIS 11 during construction. WIS 36 will be open to traffic by late fall of 2009. Access to the bypass will remain closed until completion of the west project.
  • County P - About .8 miles of County P will be reconstructed. An interchange will be constructed to allow County P traffic to pass over the bypass yet connect to it via two ramps. The ramps will be paved in the third contract of the west project. Traffic on both ramps will be required to stop at the County P and bypass intersections. No median openings will be provided on the bypass at these locations. Traffic will be detoured to WIS 83 during construction. County P will be open to traffic by late fall of 2009. Access to the bypass will remain closed until completion of the west project.

Spring 2010 to fall 2010: Construction of the third contract of the west project will began in the spring of 2010. This work will consist of grading the remaining 1.5 miles of the total 5.2 miles of mainline bypass on the west project as well as paving its entire length and connecting ramps. Two side roads will be reconstructed as part of the third contract as well. Work on the following side roads will begin in the spring of 2010 and will be completed by the fall of 2010 as part of the third contract on the west project:

  • WIS 11 - Existing WIS 11 will transition to and become the Burlington bypass as it sweeps around the west, south and east sides of the city. An at-grade intersection with stop signs will provide access to the bypass from Old WIS 11 (traffic on Old WIS 11 will be required to stop). Traffic will be detoured to WIS 36 during construction. WIS 11 will be open to traffic along with the entire bypass at the completion of the west project in the fall of 2010.
  • County DD - About .8 miles of County DD will be constructed on new alignment. County DD will also be realigned to intersect at-grade with Old WIS 11 approximately .5 miles east of its existing intersection with WIS 11. This intersection will have stop signs (traffic on County DD will be required to stop). Access to the bypass will be provided via Old WIS 11 for County DD. Existing County DD will become a cul-de-sac near its existing intersection with WIS 11. County DD will be open to traffic in the fall of 2010.
  • WIS 36 southeast ramp – WIS 36 southeast ramp will be paved and completed by fall of 2010. Access to the bypass will be opened at the completion of the west project.
  • County P ramps and Brookview Avenue – County P ramps and Brookview Avenue will be paved and completed by fall of 2010. Access to the bypass will be opened at the completion of the west project.
  • Yahnke Road - Access to the bypass will be provided via the Yahnke Road Spur. Existing Yahnke Road will become a cul-de-sac south of the bypass. The portion of existing Yahnke Road north of the bypass to WIS 83 will be removed. Access to WIS 83 from Yahnke Road will be provided via the Yahnke Road Spur and the bypass. At-grade intersections will be constructed on existing Yahnke Road and the bypass. Traffic on the Yahnke Road Spur will be required to stop at the existing Yahnke Road/bypass intersections. A median opening will be provided on the bypass at this intersection. Access to the bypass will be opened at the completion of the west project.

Fall 2010: Burlington Bypass west project completed and open to traffic from WIS 11 to WIS 83.
