US 151 corridor - environmental document

The National Environmental Policy Act (NEPA) became effective January 1, 1970. The law requires that all federal agencies have a detailed Environmental Impact Statement (EIS) prepared for every recommendation, report on proposals for legislation, or other major federal action significantly affecting the quality of the human environment. The Federal Highway Administration (FHWA) is required to prepare an EIS for proposals funded under its authority. 

The EIS includes the following:

  • Summary
  • Basis for selection
  • Purpose
  • Impacts
  • Need for proposed action
  • Comments and coordination during draft EIS preparation
  • Affected environment
  • Commitment to impact mitigation
  • Environmental consequences
  • Wetlands-only practicable alternative finding
  • List of alternatives
  • Comments and coordination following draft EIS availability
  • Recommended alternatives
  • Comments and coordination during final EIS preparation

US 151 from WIS 49 to US 41 EIS

WisDOT, in consultation with FHWA, prepared a draft EIS or US 151. The draft was approved by FHWA on September 29, 1993, for distribution to agencies and public availability.

FHWA approved the final EIS for the initial corridor study on January 19, 1996, and the Record of Decision (ROD) on February 16, 1996.
