US 18 (Moreland Boulevard) and Canadian National Railroad study - need

According to 2003 traffic volumes, US 18 (Moreland Boulevard) has an average daily traffic count (ADT) of 20,700 vehicles. The Canadian National (CN) Railroad currently runs an average of 42 trains per day through the  US 18 (Moreland Boulevard) roadway crossing. The existing exposure factor for the crossing is approximately 1.2 million.

According to current design standards, a grade separation should be considered anytime the exposure factor exceeds 100,000 in an urban setting. Therefore, the current exposure factor exceeds the threshold for a grade separation by ten times.

The exposure factor equals the product of the number of trains per day and the number of highway vehicles per day.  The yield is the number of potential train/vehicle conflicts that occur each day at the crossing.

Just as important are the delay and congestion caused by traffic stopping to wait for a train to cross. Major congestion occurs several times a day causing operational and safety problems at the nearby County F and US 18 (Moreland Boulevard) intersection.
